It's been disabled for everyone, American citizens don't have access to it either. The US government did ask to only allow access to American citizens, but Anthropic decided to remove it for everyone

Exactly this. There is no possible way to determine citizenship through the Internet without extremely invasive systems not in place currently. Even with that, how do they keep a citizen from letting the non-citizen sitting beside him at work use their...
